Board Members Present:

1. Welcome by DSROA Board President Dirk Clayson
2. Prayer by Nelson Allen
3. The minutes of the 2009 AnnualMeeting were ready by Linda Alderman. Ben Clarkson presented a motion that they be accepted Shawna Cox seconded: The vote was unanimous.
4. The annual Financial Report was given by Linda Alderman and Dirk Clayson and accepted unanimously.
Dirk Clayson explained the 2 year carry over and how the voting system works. Carry overs were Dirk Clayson, Brent Fullmer and Ben Clarkson
5, Introduction of Board of Directors Candidates, each were given 5 minutes:

6. Voting of members for Board of Directors
Ballets were then collected and added to those sealed ballots mailed in.

Linda Alderman then took a comittee of 6 (none of whom were connected to the candidates) and the ballots were tallied as the meeting went on.

Nancy Byrne #138 opened Ballot envelopes
Karen Frei #12 & 13 stamped the bllots with the official stamp
Linda Alderman, Sect/Res Clerk # 152 then marked their names off the list of lot owners
after which
Jane Singletary #293,
Lois Nyman #005 and
Nancy Brayton, Ranch Manager each tallied the ballots individually, drew a line through the ballot and passed it on to the next person until all had tallied the vote, marked the ballot with a slash and it was placed in a box.
The three counted up their individual talley, compaired notes and recorded the final count as Linda Alderman watched as witness.

A. County Road Update – Dirk
County and BLM have been in a legal battle over jurisdiction of some of the roads in Kane County for the past 2 – 3 years. Per Judge Tina Campbell, the County did not have legal right to maintain the roads. (Skutumpah being one of these roads)
We did receive permission from the BLM to do some maintaining ourselves on occasion, and we filed for our own legal permit.
BLM OK’d Kane County to do maintenance, but when Kane County asked for this to be put in writing, the written approval was never provided.
County filed a quiet title action and grouped about 15 roads including Skutumpah, and Hole in the Rock in the lawsuit. It also asked to expedite the Skutumpah issue to file on a summary judgment and the Judge denied. They then asked for rejudgment on just the Skutumpah. RS 2477 granted right away and now this road can never be taken away from the County. However, BLM did not grant permission to maintain over the State Land sections of Skutumpah and litigation still needs to be done on where the private property ends to end of pavement on Johnson Canyon Ranch Road. (About 7 miles)
Being approved on August 31st, 2010 – the County was out the next morning working on the road. Thanks to all the personal at DSR for help pushing this along and putting pressure on the legal units to get this done.
On Sep 25th, 2010 there will be a rally to celebrate “Take Utah Back” by the County at DSR at 2pm up around the airstrip.
B. Pavilion – Dave Turley
County requested an officially engineered blueprint before permit could be issued. Size of Pavilion will be 24’ x 22’. Mention of water spigot to be placed near the Pavilion but thought not to be a good idea because of the cows in that area that would damage it.
C. Barn restoration – Brent
Barn re-roofed a couple of months ago and completed. Still needs some more work structurally – plans in place to replace 3 columns and 2 beams. Emails will be sent out for member volunteers to help when needed.
D. Ranch Activities – Shawna
1. Cattle drives – discussion of how to inform members of date
2. 4th of July Celebration at the Ranch a success
3. Ranch Olympics – purpose: is to attract members up to the Ranch when occupancy is lower

6. Still working on RV pads and dump stations by the airport and Ranch Headquarters
E. Cabin Renovations – Dave Harris
Cabin #2 – deck being rebuilt now by Larry Sims
Cabin #6 – needs new doors, recruit Brad Bull to hang doors with the help of Paul or John Harris

F. Adopt a Cabin Program – Nancy Brayton
7 Cabins adopted: Cabins 1, 2, 3, 4, 7 and 8
3 families adopted the Garden Cabin but renovations won’t begin till next fall
The Bosze’s’ adopted Cabin #8 and it looks great. A new floor will be put in this month
Other cabins have received new mattresses, mattress pads and head boards
Nancy will put plaques in the adopted cabins telling who adopted them
Thanks to the Braytons’ direction in this program
G. County Zoning Ordinance – Dirk
About 8 years ago, DSR was zoned agriculture, then County changed to Forest Recreation which was
just a name change with no change in restrictions, but did allow for a 2nd dwelling to be placed on the
lot. With out notice, the County changed the zoning ordinance (sometime in the time frame of 2006
to 2008) and no longer had Forest Recreation in it. Then about 4 – 5 months ago they needed to
rezone everything in the Forest Recreation and make it fit with zones they already had in place. This
change also took out a 2nd dwelling). There was an organized showing at the County meeting to
object to this. Basic response from existing members was that they didn’t know as no pre notification
was provided by the County. County acted without authority and made Doug Heaton Chairman of
Planning & Zoning. Dale Clarkson, Dale Spencer, and Heaton are now the new Commissioners. This
has stopped the previous direction they were going, but still does not show Forest Recreation – still in
a state of limbo.

H. Fire Management - Brent
Fire treatment has been done along Meadow Canyon Road back through the heavy oak. Chips can be
used by members around property and some will be used around the new Pavilion. (Go ahead and
take some, but leave ½ for the Pavilion)
Kane County Emergency Services would like to have this done on our ingress and egress main routes.
Property owners willing to invest the time and effort in trimming and clipping around their property
may be able to utilize the chipper for the piles. Chipper donated last year by Fargo (a member) and is
available, but prefer to have somebody that knows how to use it with you when you use it.
Warden donated 2 base systems for communications at the Ranch: one at headquarters, one at
Brents and one at Johnny Brown.

I. Water Tank and lower system – Paul
Paul has replaced parts in the lower water system and replaced valves on cabins. He has installed a new hydrant and valve by the fire pit and new hydrant at Headquarters. Tank was to be relined in May, but because of scheduling conflicts, they are just now currently in the process of sand blasting and lining, and should be 100% by the first or second week of October. Paul has been taking classes to be Certified Water Operator through the State. A Sanitary Survey is done every three years and except one thing on the tank, the system has passed with flying colors.
Upper system will take a little more time and effort but eventually be as good.

Election Results of the 2010 Election for the
Deer Springs Ranch Owners Association Board of Directors.
Ballots received by Mail and handed in personally. With a deadline
to receive the ballots by mail being Sept. 10, 2010 or at the
annual meeting held September 11, 2010.
Official Ballots only were counted during the Annual Meeting by a committee
of 5 under the direction of Sec/Res clerk Linda Alderman.
