Deer Springs Ranch Owners Association Meeting

December 11th, Friday at 1:00 PM at the Kanab Comfort Inn

1.) Welcome and introduction by Board President Dirk Clayson
In attendance;

2.) Approval of meeting minutes of last meeting with minor corrections Motion by Ed Belinski 2nd by Brent
Fullmer and passed unanimously.

4.) Financial Reports Profit and Loss for 2009 / Aging Report - Assessments have been sent out /Balance Sheet

5.) 2010 Budget
A poll was taken of Board Members in early December to keep the DSROA Assessments at $434.00 a year.
Dirk Clayson compiled a Budget after many suggestions by Ranch Members were considered. The Budget was discussed
at length and brought into balance. A motion was made to accept the balanced budget by Shawna Cox and 2nd by
Brent Fullmer. It was passed unanimously.
A discussion developed on a couple of items and some amendments were made. A motion was made by Shawna Cox to
accept the amended 2010 budget. Brent Fullmer 2nd and it was passed unanimously.

6.) Ben - Update on water issues overview. Plans to attend Dec.15th water resource meeting in Kanab. Because of
weather, work on water resources will begin in May.

7.) Dirk - Agriculture and Wildlife. Cows are out, seed was bought and planting finished. Johnsons want to graze
cattle on the ranch property south of Headquarters in Spring. They will fix the fences if needed, but this plan
will need to be evaluated.

The upgrade of ranches resources funded by Dale Clarkson has been extensive and had enriched the beauty and
functionality of the ranch common lands.
Wildlife management - Larry Clarkson. For hunting, a $10,000. trespass fee for those not authorized to hunt on
Ranch property. We are working to improve Deer and turkey habitat. Possibility of Cougar, bobcat and other hunts
could benefit the ranch.

8.) Brent - Roads and Fire protection
Old ranch well - will connect pump in well in spring for use.
Concrete culverts owned by the ranch will be put in place on the the road to Johnny Brown. Owners on Johnny
Brown will donate labor. Work Oked by the BLM through our title v agreement. Road repairs donated by Larry
Clarkson are being made to keep snow from drifting near the airstrip and to help with blowing sand the rest of the
year. Skutumpa Title v has been filed to give the ranch the right to repair the road for access if needed.
An ongoing fire protection plan is being worked on.

9.) Shawna - Ranch Activities. A calender of activities is being formed that will be self funding. Plans are to
build an annual tradition of events.
*The Annual Meeting in September with elections and a the pot luck meal has been an on going tradition.
*The Friday night Cookouts have been successful and will be continued.
*Fourth of July Celebration was successful and plans are to continue.
*Longhorn trail drives will be in the Spring and the Fall and will have gatherings planned around the drives. End
of May and end of Oct
*Ranch Olympics on Memorial Day weekend
*Motorcycle Races
* The fourth of July Celebration
* Longhorn measurement event
*RV pads

10.) Ed Belinski - Legal and Public Safety. Ed had to leave.
An update on the law suit by Larry Clarkson. Jan 5 deposition in Richfield. 17 requests were made for the
Board Representative to bring to the deposition. Will Larry legally represent the Board at the deposition.
Lot owner Art Ortalanni has put up a permanent fence across Quarter horse lane, a ranch road. He has blocked
access to lot 150 and created a situation where vehicles who drive to the gate turn around or go through on lot
152. A motion was made by Ben and seconded by Shawna and passed unanimously to issue a letter, requesting a forced
resolution to the situation. Requesting as in other similar situations on the ranch that;
1) Lot owner 150 agree to have a fence and that they have access to their lot and a key to the gate.
2) Turnaround must be provided on his own land.
3) There will be no road maintenance beyond the gate.
4) The ranch must be given a key to the gate.
If these items are not met the gate must come down or the ranch will remove the gate.
Send letter with a bill for snow removal on the road..

A request was made by lot owners Linda and Terry Alderman that a sign be put up on Quarter horse Lane at the
junction of Skutumpah Road that reads "Private Road", "Dead End" or "Not a through Road". Authorization was
granted by the Board for Ranch managers to find a Rustic Sign to match the road signs up now. Rainbow banner and
Sign was suggested. Or ken Lent who made the ranch road signs.

11.) Ranch Managers Report -
An effort has been made to replace damaged bed frames and some mattresses. Linda priced some, Nancy found
better prices and reported on what she found. Larry Clarkson said he had bed frames that he would sell the ranch
for less. They were good frames that had to be changed out for box frames at the motel. Ben clarkson has good twin
mattresses and will donate them. Dirk made a motion to purchase needed items before year end for $1600. it was 2nd
by Brent and passed unanimously.
An old Ford truck that wasn't working was repaired by Dee, son of the managers. it was moved by Shawna Cox to
sell the Ford to Dee for 20 cords of wood for Cabin use. 2nd by Dirk and passed unanimously.
Fencing planned now so that when weather permits we have plans and materials ready to go.
Waterline maintenance in progress.

12.) Meadow Canyon restoration project update - Dale Clarkson. reconditioning of Soil, cleanliness of area,
substantial west side acreage has been bladed flat. A new pond was created at the SW corner of the meadow and
diversion. Wire and posts were picked up. Head gate is bolted in place at west meadow by Larry Clarkson.
unbelievable le improvements that will help improve range area by 30 or 40 acres. It will support cattle. It is
also an improvement for our ranch wildlife, improving the numbers in our resident herd of Deer.
The question is "Who will maintain it in the future? Water resources need to be protected. They would like
to create a master plan for the future of the area. ATV or vehicle trails all around the meadow area could be a
great playground and significant value to members.
They hope to fill the red reservoir this springs with the redirected runoff. It was suggested that an electric
fence be put up around the newly seeded area until it is established. This area will double or triple the cattle
deed area - a great improvement.
This meeting was adjourned to move to an Executive Session.
