Friday, August 20th, 2010

2. Ratification of July meeting Minutes - Motion Ed Belinski, 2nd Brent Fullmer, Passed - vote unanimous

3. Areas of Responsibility:

4. Financial Report : Linda Alderman

5. Update on water issues - Ben Clarkson
a. Leaf Springs - no change - Jodi Akers reported others in the area that would use the spring are not responding to Jodi's inquiries. Jodi to meet with Dale Clarkson after the meeting.
b. 40,000 gallon water tank. A contract was sent to Houston Painting. They did not return it.
ACTION - Paul is to take care of this and get it done. The contract needs to be sent to them ASAP with dates set for October. We took the time to draw up a contract and have no idea why it wasn't signed.

6. Agricultural and Wildlife - Dirk Clayson
ACTION - Forest Service wants a copy of our security video.
We need signs stating - "Now entering private land" or "Now leaving public Land" to go with the "Now entering public lands" placed on the Ranch by the BLM recently.
a. BLM Fencing - Cows are getting into the spring area on the west end of the meadow and Paul has been working on that fence to keep the springs safe. Paul is getting with Doug Hunt to round-up cows - Ben and Dirk stressed that is is important to fix the forest fence now. Then get the cows back in. The cows will go to the lush pastures on forest land first - we need them to feed on the willows and rose bushes in the meadows on the ranch. There was further discussion.
ACTION - (Ben's directive) Priority list
(1) Fix the Forest Fence Now. - T posts and wire to fix the top half of the fence.
(2) Cattle Guards
(3) Rest of meadows fence - possibly bring in Taylor Button (Dirk will call him)
b. Meadow Crops - need long horns on them
c. Cattle Guards - in progress
(4) Mow rose bushes and willows on the upper meadows
An FYI - Skutumpah and 15 other roads were submitted to the BLM for Quiet Title to over ride Tina Campbell's ruling. The BLM did not contest. Last week County decided to focus on the Skutumpah alone to expedite the ruling to have it by Sept.

7. Irrigation Management - Larry Clarkson working on this
a. Water Management of Polliwog Ponds - holding water but over flow needs to be addressed. Some in that area washed out with the monsoons. Almost 3 inches of rain in 2 hours.
b. Water Management of Red Reservoir - good
c. Water Management of Half Moon - full & holding
d. Water Management of Hidden Reservoir - good
e. Water Management of fish ponds - new small pond washed out. Clark Lamb to look at that.

8. Roads and Fire Protection - Brent Fullmer
a. Ranch road maintenance - all need grader work after rains. With 7 " of rain in 3 days there was water damage from recent rains.
b. Johnnie Brown - Larry Clarkson jumped right on that while the roads were soft and did a great job of getting them back to good there and in other places on the ranch. Culverts are at Podunk
c. Skutumpah
d. Fire protection plan - Technical complete - General Plan - Brent decided to wait for the new Board to move forward. Add the extension of the Broad Hollow Road to the plan. They also want a list of names who can help in an emergency. Names suggested:Clark Lamb, Norris Church, Larry Clarkson, Brent Fullmer, Dirk Clayson - Brent Fullmer to finalize the list and get the OK from those suggested. There was a discussion on mulch left behind from the work already done. It is not really what most think of as a pretty mulch. It's "stringy"

9. Ranch Activities - Shawna Cox
a. Activities to go on the calendar are:
1. Ranch Olympics - AUGUST 12
Shawna stayed to report on a successful Olympics and will hold them again next year. They had about 30 participants. Corn Hole is the new game sensation. Alan Moorhead the champion. Ken Lent won 1st place in the Chili cook-off and Shawna Cox 2nd. Some were stuck in their cabins because of the rains. Shawna had to leave - we missed the rest of her report (She didn't realize there was Moor on the next page)
2. Annual Board Meeting - SEPTEMBER 11
AGENDA - Items
1)Award the Ranch Olympics Awards.
2) Financial Report for members - Budget vs Actual Year to date (online too)
3) Board members allowed 5 min each before ballots are counted.
A) Results announced after lunch.
4) Update on Projects
5) Managers Report
6) Request help on a project in progress. "We need volunteers for the Pavilion Raising Service Project at the Fish Ponds. We will head up that way after the meeting."
a. Tour of Ranch
b. Barbecue and Lunch
c. Along with Ranch Olympics kick off activities such as;
1. Compass Course
2. Geo Cache course
3. Running Course,
4. Plant/Animal search,
to be available for anyone using the cabins.
d. Desert Foxes motorcycle races.
e. Shooting range already exists at the windmill - add bails of Straw. - done
f. Organize the area and have targets available at the Ranch Mercantile.

10. Legal and Public Safety - Ed Belinski
a. Quarter horse Road.
1. The purchase of Dead End Road signs for the ranch
one to be placed on Quarter horse Road.
Jason Cluff and emailed him the requirements for the Dead End sign.

11. Ranch Manager's report - Paul Brayton
a. Fencing Plans
b. Ranch House Roof a fall project, Bunk house and Cow Palace. Cow palace/laundry shack was damaged in the rains
c. Decks on cabins 2 - in progress, & 4 -done Ranch Member Lary Sims is working on # 2. He is working off his assessments.
d. Ask Amerigas to find out about a High Altitude Orphus for refrigerator.
e. A discussion on the Ranch solar system. Vance Green has tested and found that the panels are not putting out power well.
f. There was a discussion about storm doors on the cabins.

12. Ranch house metal roof price labor and material-
Paul, I need the length and width of the front porch.
Metal roof on cabin 3-
Paul, I need measurements of the roof.
Pavilion plans approved? - Dave Turley
Building permit and plan for fish pond pavilion.

13. Paul will be helping Brad Bull with the Door for Cabin #6. But project may need to wait until next year.

14. Sept. 11 :
10 AM Annual Meeting
Preparation for annual meeting.

15. County Zone Changes

16. Agenda items request from Dale Clarkson, "management discussion for upper 680 acres of common ground" at North End of Ranch.
A. Willow and wild roses mowed and sprayed. 1/2 done already. A pin on the equipment broke off.
B. Fences repaired or replaced. In the plans. Dirk will call for prices with Alan's for 15 - 25 panels.
C. New water right filed. -
D. Spring developed into a public water system. Water rights are reinstated. Engineer looked at it and approved it. Because of his lots, Dale offered to work on that . The spring in the meadow can be developed and a pipe routed to the Finley Cabin and Hidden Cabin.
E. Cabins #1, 2, 3 & 4 renovated. - The cabins are being adopted by members and renovations are in progress already. And all but 3 have been adopted. We've had new drapes and furniture brought in. Some bathrooms have been re-tiled. Cabin #4 will be re-tiled.
F. Build R.V.Pads.
G. Construct a Pavilion. - Underway. Lary Sims and Brent Fullmer will our a slab before the annual meeting. Clark Lamb to level and compact the soil. Install a freeze break. They will need Pipe for uprights. Check on KSL.com or Page steel.
H. Rebuild Finley Cabin. Loretta Clayson is taking classes on rebuilding historic structures in preparation of restoring these 2 cabins.
I. Rebuild Hidden Cabin.
J. Build new corrals. In the plans, decisions on Panel or Poles needed.
K. Build an irrigation system/ spring development.
L. Print map of trails.
Clarksons are willing to take the lead on these. Dale wanted to see if the Board had an interest in accomplishing these items. There was a discussion of all items.
Dale Suggested a 50/50 split on finances for these projects. He was given the go ahead to research and make financial proposals to the Board - finances are subject to a vote by the Board.

There was a motion to adjourn by Brent Fullmer and a second by both Dave Turley and Ed Belinski.
