4:00 PM in the basement of Zion’s Bank - 41 E Center St., Kanab, UT

Board Members in Attendance: Dirk Clayson, Dale Clarkson, Ben Clarkson, Jodi Akers, Shawna Cox (later), Dave Turley – by Telecom. Kathy Duvall absent due to Family Emergency

4. Financial Report: Linda Alderman absent due to family emergency. Dirk Clayson reviewed the Financial reports and discussed them with the Board. Assessments collected are down and we need to be very conservative in our expenditures due to lower than expected funds. There will still be some funds coming in but we will be short if we are not careful. We should all keep the information on the “Budget vs Actual” report as a guide we move forward with our decisions.

Ranch Manager's report - Paul Brayton
Paul was asked to discuss the culvert placements in Podunk. Phase one was completed on the 11th of August. Alan Steed did the work and there still needs to be rock and boulders put in place to hold it all. Cost of culverts was $2551.22 delivered. Labor for the installation was not settled yet. There was about 4 hour of work on the 11th. Dirk said, “We don’t want to have him work more than 8 hours.” Figuring labor should be under $1000.00. Dirk is figuring probably another $500.00 to haul some rocks in to the site.
Ben said He wanted to make a recommendation that the large rocks be put on the down hill side of the culverts. There is no sense putting them on the uphill side because the silt from the flow of water will fill in the uphill side of the culverts and that is good. Placing the rocks on the down hill side will keep the culverts in place. That’s where you want the rocks. With corrugated pipe it’s best to install it with sand and dirt and compact it and if it is compacted then it will hold well. Keep the weed and debris down to a minimum and silt will fill in and hold those corrugated pipes tight.
Total cost of the repair of the road and placement of the culverts is not yet known. Recommendation was to put some big rocks in place. There was a discussion on the proper placement with compacted soil and rocks, and the need to keep these culverts clear of debris. Paul paid Alan Steed for work previously done on the Ranch.
The Rock Crusher was rear-ended so it will be delayed.
The BLM talked to Ben Clarkson about the quarry and they want some pictures or records about it’s use.
Paul rolled the old truck at the rock pit down to the house and he is going to use if for hauling the cement culverts.

A. Fencing in lower ranch.
Doug recently opened the gate on the south side of the Meadow.
The cattle fence west of Larry Baer’s needs to be fixed.
Paul suggested that a cattle guard go where the fence opens up onto the Forest service land at the top of the Ranch.
A Map requested by the Board with designated Pastures numbered for the Board was not presented.
Paul said there are 3 groups of cows. 1) The Broad Hollow group, 2) The Meadow group and 3) the group out in the area near Headquarters. The ranch bought a trough for water and put it out there. Doug wants to take half of the Broad Hollow group and put them out in the area near Headquarters with a Bull.
For repairing fence, Paul wanted to budget in Taylor Button to fix those fences. Dirk said, we can’t afford to have someone come in to do those but as far as buying new materials, we can buy the materials. There just needs to be time put into getting those fixed and secure. There should be materials on hand so repairs can be done when they need to be done. The south east corner of fence is needed.
Ben asked, “Is the tank on the BLM able to hold water? Take the back hoe out and spend a couple of hours and fix that so the cows have water. All agreed with the BLM that we could work that area. The cows need the water that is the main catchment out there. It should be used.” Paul said he bought a trough and put it out there. He’s taking water out there first thing each morning.
Dirk said we really Need to fix the fence at the fish ponds. The sooner the better.

Paul has graded up through Slide Canyon. Worked on the roads near Livanavage. The grader is parked at Pipeline where Paul will finish up. Next week Paul will go down through Crawford and come back through past Phil Hall’s. Paul feels he is on a learning curve with the Grader would like some pointers from Larry Clarkson. Dale wondered how many hours Paul estimated he’s put in on the Grader. Paul couldn’t say but he wants to learn about ditching and how the water flows.
The Kabota has been a problem. Paul has had to take both tires off the Kabota because of leaks. Dirk recommended that Paul put tubes in the tires. That will fix his problem. Under the Kabota there is a hydraulic leak. Paul expressed his frustration because he feels half his time he spends grading roads and half time working on the Kabota. Dirk asked about Paul’s part time helper, Alex O. Paul said he found him a job. He is no longer helping Paul.

ACTION ITEM - Paul - Joe Bosze’s kind offer to help finish the cattle guards. Cattle guards - Joe Bosze is willing to help.

Cement Culverts
ACTION ITEM: Move old cement culverts into the cut to stop the erosion
#1 Priority, near the Garden Cabin- needs to be done.
#2 Priority, in the well field.
3. Put a usable cement culvert at Hidden Reservoir access road and the road from Meadow Canyon to the Johnnie Brown area, then another at the ditch where the organic trash is being dumped.
Improvements at Headquarters. He has been watering the lawn. The grass is growing good.
CR Doors Contact Information was given to Paul by email several months ago. Linda brought a print out of it for him at this meeting too. He said he’d get on it.
Paul will put linseed oil on the top of the posts and rails, before winter.
Barn stabilization Brent and Paul are looking for time to get that done. Dirk said put concrete in that area when the concrete truck comes up for the pavilion.
Paint upper cabins – “Sure would love to do that”, but other things have kept him busy.
Mowing the fields - there was discussion again on this. They want it done before snowfall.
The comfort stop is basically done. Only needs some caulking.
Progress reports by email – here and there, don’t get into the house until 10:00
“Open Range” or “Watch for Cattle” signs.
Grading the roads Hope to do all the roads this year.
There was discussion that Phil Hall had 8 or 9 sections of 4’ culverts that he would trade for assessments/or grading. There was some discussion. Ben said he’d rather that we do grading in trade for the culverts rather than assessments and other Board members agreed.
Paul has the ranch truck with a water tank in it for emergency usage.

6. Roads and Fire Protection – Jodie Akers
Ranch road maintenance
Regarding the two roads that are proposed for the ranch. There will be a $700.00 charge for Application and a $115.00 monetary fee. The BLM wants a detailed map of the route. DSR has previously filled out applications on 2 different roads across there from lot 112 . We have a great map. The Board looked at a map to get the precise route for the road to be applied for. Vance said The slope on the upper road was a concern because it was pretty steep and the contour of the road would make the difference. It would cost more to create it. The other road was not bad at all. There was further discussion on the route and the obstacles. Dirk suggested that Jodi work with ___________. Jodi is going in the right direction and her work is appreciated.
Regarding the ATV road that parallels the ranch road, there was nothing to report.

7.Ranch Activities - Shawna Cox
Regarding the DSROA Olympics tomorrow Aug. 13 gathering, Shawna was asked to get some pictures of the events.
September 10 will be the DSROA ANNUAL Meeting
Under the Rim Trail – nothing to report
It was reported that Phil Hall is willing to bring in some gravel &/or supplies to get a boat ramp built into Red Reservoir. Some felt that was a low priority.

8. Ranch Communications and Reservations, Web development - David Turley
A. Landon Welch or Larry Clarkson do the cement. It will be $8000.00 for the Cement on the Pavilion construction. Larry hasn’t been able to fit it in his schedule. Dirk will arrange for the work to be done.

9. Update on water issues - Dale Clarkson
Meadow Canyon Springs - The Water Committee met for 3 hours this afternoon and worked out many things. Thebeau construction will come out and do the engineering work needed. Dale will pay for the work up front and the ranch will pre-approve then reimburse as the Ranch has funds. This was previously discussed and in the minutes from the last meeting. A discussion followed on the process.
Dirk explained the need for a DSROA filing for 100% of the run off water rights for irrigation on water flowing on the Bear Spring & Crawford Burn. Dirk suggested that these be mapped and presented for water rights. “It needs to be done. These are not running now so it’s not a good time to measure.” They come out on the MeadowCanyon Road. Dirk has pictures of them. The ranch should have the water Rights for this run off. Historically this water went into a an old reservoir. We have a strong case to have the water rights. Cattle and feed and water storage will benefit by collecting it. Someone else could come in and claim it if we don’t.
Fix the overflow pipe on the upper system back where it was. Not near the pavilion. We need a spigot near the pavilion.

10. Agricultural and Wildlife - Dirk Clayson
Keep track of Gravel pit activities for the ranch and the BLM. And collect fees.
Members, work with the contractor who is working the crusher.
Fences and Fencing Plans, Dirk will spend some time with Paul on these plans.
Disking, mowing and seeding: We planted 20 acres and Paul wants to irrigate the field. The line is out about 20 feet from the pump. We discussed having Alma Fletcher come out to work on the pump. The Board was in agreement that our budget is too tight to work on the well this year. We are short on revenue.
However, we’ve got to do some seeding this fall. We have to get the fence up that crosses the road. To keep the cattle off. To reiterate - We need those fencing projects done. They looked at the map to know where it’s needed.
Present a plan to the Board to put a gate in at the fence at the north area.
Spray for weeds along side the roads. There was a discussion about the Thistles and noxious weeds.

11. Legal and Public Safety - Ben Clarkson
To have an approval of Rod Johnson’s Log home on lot # 143 – the Board needs a plan of the location of the cabin, same as what he needs for the county. It doesn’t need to wait for the next meeting. Just need to see the plot. Have Ben look at it.
Motion: Authorize Ben Clarkson to look at and approve the plans for Rod Johnson’s cabin.
Shawna Cox seconded the motion.
Motion carries with a unanimous vote.

12. Facilities, Cabin Maintenance - Kathy Duvall
Not present - Paul mentioned that Nancy bought sheets towels and bath mats for the cabins so there would be two full sets.
Dirk said there was a comment on what a great job Linda did on the reports.
Decisions were made for the DSROA Membership Annual Meeting:
September 10th, 2011. (Many things are happening that day – however it is our traditional day for the Annual meeting.)
