2 - Approval of June minutes - post phoned to make changes asked by Jodi Akers.

3 - Financial - Linda -Hand out of Balance Sheet. Doug Hunt paid check for $6,000 for lease. Letter was sent out from board for balance.

4 - Ranch Report - Nancy took another load of laundry to town. Lots of mouse droppings etc were found in the laundry house. Fixed the panel, painted the inside and taped the windows. Paul dug the dirt away from the North side of the Laundry House and wants to build a key stone wall with a drain in it.

Davy agreed to have Paul build a wall but not use Keystone block but use the large rocks from around the ranch. (2)

Check the Top 10 list.

Washing cargo box room will have solar tubing on the roof for hot water. It needs to be installed soon. (3)

Linda - We still need fill dirt on Cabins 1,7 & 8. Bob Meltzer can rent a Bobcat to move some dirt. Marc said if Brent is here with the dump truck and backhoe he can dump the dirt at the cabins and put 1 ft of dirt over pipes exposed at Cabin #1. They can use the bank run out of the pit and Paul can shovel the dirt where needed. (4)

6 - Roads - Marc - Application to request Title V right of way for Route 122 Slide Canyon was due on April 29th and the BLM wants to close the file and wants to know if we want to withdraw or keep it open or re-apply later. It was discussed with Mark Folley, and Lou Pratt (Kane County Roads) but we haven’t heard back from them. We don’t want to withdraw or close the road until Kane County (Lou Pratt) has sent the letter to Grand Staircase to inform them that the County will accept the road and abject to BLM maintaining the road.

Marc will follow through with the letter from Lou Pratt and will convey to the Monument that Lee Bellar fixed the washed out road to Podunk,

Dale - County has approved and will install DSR culverts after they finish working on the roads to Alton Coal Mine. Will come out sometime after June or July. County has right of way to red gate by Lot #3 and will transport our culverts and install them if we get the gravel to the sites. Our culverts are located at the North end of the airstrip.

Marc - Hugh Wolf (Grand Staircase) gave a letter to approve us to move dirt to repair the road on the Monument. Lee Bellar used his backhoe and dozer.

Ben - We need to expand the Top 10 list to the Top 25 list of things to be done this year.

It is a constant project list.

BLM (Harry Barber) sent a non-compliance letter about the easement to Dunham Wash.

Dale - There is an easement on the BLM that serves Dunham Wash and the road has just been crossing DSR on the East side of the Cattle Guard and will be moved to the West side of the Cattle Guard. It has no connection to DSR.

Motion (Ben Clarkson) - Authorize Dale Clarkson to drop DSR from liability or responsibility of the road to Dunham Wash.

Robert Allen took a letter from Vance Green of concern about the Dunham Wash road to the Kane County Commission and caused a delay in the procedures on the road. Please go through the board before causing interference.

There was 100 ft. of road crossing on DSR but Dale will move it back to BLM.

7 - Agricultural & Wildlife - Ben - Grand To Grand - want to re-run part of the course on Sept. 27 & 28th 2013. They would like to access the ranch to transport people up to Bryce to run the short segment of the course. There would probably be about 5 vans passing through on Meadow Canyon Road. Kane County would like to maintain that part of the road to haul their equipment through there.

Larry Bear - It will benefit the ranch members to be able to access the Forest 2 miles above the North Gate.

Paul - It will help with Fire Protection for the ranch.

Doug Hunt moved the cattle out of the well field. The well field is to have NO Cattle on it and is not in the contract with Hunt.

Do we need another 1,000 lbs of seed for the well field?

Marc - We need the tractor to kill the rabbit brush before we re-seed.

Linda - The Kabota is still at Ahern being worked on in St. George.

Ben - Lets try “Spike” granules to kill the rabbit brush and woody plants.

Marc - The Air Strip, upper well field and Half Moon Res. Have to be mowed down as soon as we get the Kabota back. (5)

Ben - The pickup truck could pull the seeder around to seed the well field. It’s very light.

I will work with Paul to get some seed out and spread the “Spike”. (6)

8 - Water Rescources and Management - Dale - We have a bid from Brent Robinson to Re-do the water vault in the Well Field of $1,500. He will dig up the vault & 60 ft. of pipe to raise up the pipe so that it is level when it connects in the vault.

Shawna and Brent Fulmer visited the Vault early this morning and examined the settlement of the vault causing a worse water hammer and leaking inside the vault from the 45 degree pipe connection. Brent and Paul want to use Ductal to repair it but Dale said Ductal is very expensive and C900 will work just as well and be less expensive.

Ben - Wanted a moment of silence for the passing of Wayne Robinson (Brent Robinson’s Father) a long time Friend and Neighbor.

Dale - Doug Hunt wanted to move the cattle to Broad Hollow and he needed to get water from Half Moon or Leaf Springs and pump into the tank. Dale presented a bill for $184.92 for parts and labor accomplish this.

Dale - North end of Meadow Wash had 2 deep holes and one of the Hunts’ longhorn cows got stuck in the mud and died. At first he thought it was the one he just sold for $16,000 but luckily it wasn’t. We NEED to fence off the upper springs and the central good springs out west of the Meadow and needs to be done to keep the cattle out 100’ away from the water sources. (3)

9 - Ranch Activities - Shawna

After discussion at the end of the meeting the Annual Olympics will be postponed and replaced by a big shindig of activities at the Annual Meeting on September 14th. Everyone watch for the list of activities and Fun coming ahead.

Ben - Amazing Earth Fest came through the Ranch in May. They were doing star gazing.

10 - Facilities, Cabin Maintenance.- Davy -Cabin #1 needs a new fence and the old fence repaired from cabin #1 to the Wet Meadow. Need to complete the fence around the fish ponds first.

We want to cattle around upper ponds area except for in the off season for about a week to mow down the weeds.

Marc- Did Taylor Button get us a price lock on the fencing materials?

Ben will check with Taylor.

Motion - Shawna - Dale move forward in getting the fencing done around Leaf Springs to keep the cattle out and the fencing around Cabin #1 and repairing old fence around Cabin #1 along with the fencing around the springs and ponds and getting a bid from the Colorado City Crew.
Allowing them to stay in Cabin #4 while they are working could be included in their bid

If bid is fair the board can vote on it by email.

Paul is still a certified for our water system. He has to go to St. George to a couple of classes to keep his certification up to date.

11 - Legal and Public Safety, Finance - Jodi - Will work on setting new procedures for Ranch Manager access to accounts.

Working on PC&R’s. Will resend to Board to agree on. Board will double check their emails this week. Needs to be finished before the Annual meeting so it can be voted on by the memebership.

Would like to have posting of minutes on line except for the changes.

Shawna said she would post the minutes as usual to the board members first for any changes and then wait for their approval before having them posted

Mrs. Wolsey - said she looks for the minutes and the times and places of the board meetings. Dave told her that our meetings are usually the 2nd Saturday of each month.

12 - Ryan (absent) Shawna asked if our DSROA website has been updated? Jodi said Vance was waiting for Dale to give him the new updated information.

13 - Report on all action items assigned out for the past 3 months.

Jodi wants approval of Feb. Meeting Minutes. Will finish after Executive meeting.

Ben returned the Camera, Charger, Keys, and Trail Cam from Chris. Ranch needs more memory cards for the cameras.

Marc - Ranch needs 2 extra Radios.

Bob Becker - Go to Amazon.com and get them for $35. They need to be programmed to the Ranch Frequency. Remember to use your “Radio Edicut on the Website and Radio”

Lynette Foster said it would cost $500 - $700 for AlTel to install a tower so we can get reception all over the ranch. She will follow up on that.

Paul - If you use the “Voxer” App. You can turn your I-phone into a walkie-talkie.

Ranch WIFI is password protected and can be a problem unless you are at the Ranch Headquarters. You can also you “Face Time” app.
“911” will be able to call form any where in an emergency.

Everyone should connect into “EverBridge.com” sign up with the Kane County under Alan Alldrege.

Shawna will contact Kane County Travel Council visitor center about not sending people to Bryce Canyon through Johnson Canyon. GPS takes them there also and they get lost, and stuck etc.

Shawna checked with the State and County about an onsite landfill. For a non-profit organization is the same rules and regulations for a city. It would costs thousands of dollars. Keep hauling it.

Shawna came with the Kane County Weed Sprayer (Gurr) and gave him a map and directions to the locations that were to be sprayed for Russian Thistle. He completed it that day.

Insurance: We have 2 policies 1. White Truck 2. Summit has Liability on Ranch and Rhino.

Dale and his grandchildren have been installing new road and lot signs - Paul can finish them as well as any member who wants to install their own.

Ken Lent still has signs that need to be painted.

Marc suggested to bring the signs to the Annual meeting in September so members could paint and install them.

14 - Other Requested AGNEDA items.

Jodi withdrew her request for payment for 4 hours of negotiations with Braytons.

Marc’s request for time spend on all the mowing and fixing grader tire and grading the roads needs to summit a bill to the board.

Dale needs to submit a bill for the damage sustained by his pickup he so generously offered the care takers when they were without transportation at the Ranch last summer.

We were grateful for is generosity in a time of trouble!

Davey - Our Insurance issue will be discussed at our August board meeting.

Jodi - Thank you to Paul and Nancy for the Ranch Report from July 2 and 11th.

Brent Fulmer - The Tank full of propane in the Well Field needs to go. It was donated by Duvalls but has never been used for years. Propane may be bad.

Ben and Brent were interested in purchasing the tank. Brent said to let Ben have it.

Motion - Dale - Sell the gas and the tank to Ben and pay for the propane at a reasonable rate.

Tree shredder from Bustboom needs the blades sharpened and tires fixed.

Motion - Ben - To take the shredder to town and sharpen the blades, maintain and keep it in working order if he can use it. It will still be owned by the DSR.

Braytons want to take the Board on a tour of the Ranch house to witness damages.

Bob Allen filed for a well appropriations on his Lots #16 & #17.

Motion - Ben - to approve Bob Allens water rights on Lots #16 & #17 be included into his well, but must prove up on them.

Lynette Foster - We need ALL Members to understand water rights. Put it into the news letter. DON’T LOSE ANY WATER RIGHTS!!! If you don’t understand the State rules about the water rights please contact either Dale Clarkson or Lynette Foster. This is VERY IMPORTANT!!!

Brent - Fix Rhino before driving it. $300 muffler is needed. Paul will buy the part and repair it.

Paul will contact Shawna about parts for the white truck and a possible new to the ranch work truck with utility bed.

Ken Lent offered a 3500 ( 1 ton) truck for sale to the ranch with a new motor and new injectors.

Marc will ask Chris if he knows where the ranch’s van is.

Annual meeting will be held Sept. 14th, 2013 at 9 a.m. at the Ranch Headquarters.

Candy Boze reported on Doug Hunts Family Reunion held at the Ranch last Wednesday Evening with a dinner and wonderful entertainment.

Doug’s son Brad Hunt has a string of horses we would like to consider bringing to the ranch during our annual meeting and activities that day.

Nominations for new board members can start to be submitted now for the elections in September.
