2. Approval of May and June 2014 minutes - rec'd copies too late to review prior to
meeting - will have to wait until next month

3. & 4. Financial Reports - Jodi
Income:
We're pretty close to expected income via assessments
Doug Hunt has paid the first $6000 for the year and now in account
Picked up an additional and unexpected $1500 from the film crew staying in the cabins.
Need to find out the going rate for filming on site from the Kanab Film Commission and put
together a policy for the Ranch. These fees vary per location, so we should be basing our
cost on other similar situations in the local area.
Expenses:
*Kabota - we are already at our budget for the Kabota and still need to aquire and install
a new A/C compressor, tires and loader bucket. Authorized purchase of compressor.
Cabin Maintenance - very close to budget now - at 96%
Cabin Supplies - already at budget
*Gas/fuel - We're getting close to budgeted amount already, and we have 1/2 a year to go.
Will have to adjust this category and deduct funds from another category to cover this for
the rest of the year.
Headquarters area - at 85% - getting close to budget. Watch additional projects.
*Propane is at budget and we will still need to fill up in the fall. Another category to
adjust from deducting from another.
Tools - have reached the budget. Authorized purchase of weed sprayer for back of ATV for
abt $300.
Zipline purchase & receipts - Zipline was purchased last month w/o prior authorization, as
Board Member Dave Turley told Paul that he would pay for 1/2 of it. During June meeting,
it was determined that Dave would not be paying half, and to recoup the purchase cost, we
would initiate a $3.00 per day rental fee. During the past month, the zipline was rented
out 3 days for a total of $9.00 It was discussed that the original agreement that Dave
pay half should have adhered too.
Fish supplies - over the budget as the fish cost more this year by $230
BLM Fees - over budget but we had back issues to take care of and we won't owe again for 5
years.
Road Budget - still need to issue check to Phil Hall for $2000.
Jodi will do a 6 month analysis of where we stand on the budget and bring options to the
Board next month on where to cut to meet the demands of categories that are in excess.

5. Ranch Report - Paul Brayton
Hunt family reunion - abt 80 pax
Last week 400 plus people at the ranch - Dale's reunion
went well
All Cabins are now painted - good step on our 5 year plan
on cabin maintenance
Been brush-hogging - bring in and seed on the field north of Half Moon Reservoir - some
came up last year, but laid down. Some areas are pretty thick. Will talk to Ben about
cost for the seed for crested wheat.
List item to determine if we can afford to put that down.
Plan to have everything in the canyon brush-hogged this month. To do Leaf Springs - also
willows & trash vegetation up at MC. It is hard on our equipment to remove as willows are
thick.
Years ago, spent $40,000 to plow and reseed (via government loan). Some areas may need
that again. Up above MCS took a bull dozer to clean it out since it had been so long.
Coal Mine Rd. - we need a bull dozer to take care of that road.
Vin number, year, model of Kabota for Joe to repair A/C.
Linda makes suggestion to paint the top of the Kabota white. Joe said they did that to
school busses in Vegas and it only changed the temp by 5 degrees.
Currently all cabins are good condition and repair.

6. Legal, Facilities, Cabin Maintenance - Dave Turley - absent, no report

7. Roads & Fire - Joe Bosze
B. Need to change gravel policy - check Brent Robinson for current pricing and change
verbiage on our policy. (Brent & Larry Clarkson)
Other: Joe asked about the used asphalt in Kanab, if we could buy it. In Vegas they haul
it to people free so they don't have to pay to remove it. Dale says all of the stuff in
Kanab has been used.

MOU - Dirk put Bob in charge of answer from us today if we agree to the MOU. MOU to
allow County to run up Meadow Canyon Rd. to maintain Forest Service Roads - Crawford Pass
and Pink Cliff Loops. If County carries contracts for any Forest Service road within Kane
county, Forest Service would give them the $ from their budget to do the maintenance.
They don't want to put a lot of effort on the Crawford Pass road because it's too steep,
but maintain the Loop Rd.
For us allowing them, they will do minimal maintance on our road as they travel over the
road and drop the blade as they deem necessary.
MOU - A fifty year agreement that we don't lock out the road to the public. We typically
do not lock out except during Deer Hunting season. County states that we could lock the
gate one day a year to keep our private road status.
Forest Service has already told us if we lock our gate, they will lock their gate. The
county (if they choose) can come in and eminant domain us.
County not comfortable that we have an "out" during this 50 year agreement.
Brent is pretty comfortable with the current commission - but not sure how that would
change with the next commission. Perhaps close to the end of the 3 year agreement, bring
it up at the annual meeting to see how this MOU is impacting the Members.
Signage by County: Forest access over private road, and picture signage as well. Forest
will still control the lock at the Lower Podunk station.
Stukumpah is Class B road - obligation to maintain it 2x per year.
Nancy asks if we agree to this MOU, are we still allowed to maintain the road as well.
Get this added to the MOU so it's in writing.

Dale makes motion that we approve the MOU with the agreements that
1. DSROA still is allowed to maintain MC road
2. DSROA is allowed to lock up the gate for a 2 week period with a 30 day advanced notice
to the county.
Art seconded
Vote - Unanimous
County will satisfy our needs on signage.


Other: Joe made motion that DSROA is to follow state law in regards that children under 16
years of age on ranch roads are required to wear helmets. Art seconded.
Needs to be announced in the newsletter and notice on the bulletin board down at
headquarters.
Solo riders on ATV under 8 are not allowed.
DSROA follows all state laws regarding helmet use on ATV and solo riders under 8.
Also include page in each cabin book.
Signs up for 25mph on all ranch roads - put one up at Podunk.

8. Reservations & Web Development
a. MOU - discussed under roads
b. Ranch ATV policy & speed signage - discussed under roads
other: Bob attended an HOA class on collecting assessments. They offer a new program
where their attorney's take over our collections of past due assessments for a fee of $250
(one time charge) and they take care of it. Read through the Collections document prior
to the next meeting. Need to find out what other costs are involved and what percentage
they take for their share besides the one time fee of the $250.

9. Water Resources & Mgmt - Dale Clarkson
a. Dale's concerns with new Water Use Agreement -
#2. states that DSROA will read meters every 60 days but states further down in document
that we bill every 90 days. Need to change the meter reading to every 90 days.
Currently, we have one Member being charged now, and two others that are on standby are
not paying. Once this policy is implemented, we need to give them a date of when their
billing commences.
b. Amended Water Connection Agreement -
Dale states the connection fee should be in relationship to the cost and use of the
system. Lower system has about $100,000 invested in it, therefore that would be higher.
Joe states the value of hooking up into a guaranteed system is well worth the $10,000
connection fee vs throwing $$$ into drilling a well which may come up dry.
Water Committee still working on the details and will consider other input.
c. Contract agreement between Clarkson Investments and DSROA - Dale states that 3 to 4
items are ok, others are not.

10. Activities, Agriculture & Wildlife - Shawna Cox - absent, no report

11. Security, Public Safety & Communications - Art Ortolani
A. Lot 11 - trailers not removed. The family has cabins reserved next week and will be
taking care of it.
Art states if nothing done by August 1st, we will take it over and we will charge them for
the removal. Mail notice to home and send it certified.
B. Paul & Nancy employment agreement. Get together with Art to refine it soon.

New business:
a. Nominations notification letter needs to be sent out for September elections and
newsletter.
b. Do not include Paul and Nancy's email with political stuff.
