2. Approval of February meeting Minutes -
Motion to approve February 2010 meeting minutes by Ed Belinski

4. Financial Report : Linda Alderman
One long overdue account has been paid off. Another is being paid on monthly.
Currently our main account has $82,568.87.
None has been transfered into the Capital Improvement account as of yet.
The Managers account has $1176.35 and we keep $1000. as a baseline.

5. Update on water issues - Ben Clarkson
Leaf Springs, Water Systems repairs and Water system expansion will be kept on the agenda to keep it current until weather permits work on these items.
Addresses and names on water licenses of all the DSROA water rights have been corrected. The records will be put in the online storage by Vance Green. Some discussion followed about the storage of DSROA records and files.
In discussing the 40,000 gallon water tank. It was decided to take it off line, drain and clean out paint chips and let it dry out now in preparation for recoating the tank. They will begin the process now. It is the consensus of the board that a liner will not be good. The tank will be coated on the outside and earth burmed up on the sides to keep the water inside from freezing.
Brent Fullmer reported on the repair of the Water Pressure Valve that was leaking. He fixed it. They decided they need to be able to clean the sand from the screen easier and more often.
Also Brent feels that a centrally located Hydrant at the lower cabins would be good to protect the cabins in case of fire. Brent also says the hydrants at each of the lower cabins need attention or replacing. And a shut off should be put on each. With a Stop waste on Cabins 6, 7 & 8.

6. Agricultural and Wildlife - Dirk Clayson
Fencing needs - Nothing this time. There was some discussion about the cattle coming on to the ranch in June. Possibly have a small cattle drive on June 10.

7. Irrigation Management - Larry and Dale Clarkson
a. Water management of Polliwog ponds - retention pond, needs a head-gate to finish the project.
b. Water management of Red Reservoir - Should hold water coming down off the forest. Water is running under the snow already. Head-gate is in place but it needs monitoring so it doesn't freeze.
c. Water management of Half Moon reservoir - needs a head-gate to finish the project.
d. Water management of fish ponds. There are 2 new ponds. They need a spillway on the erosion pond by the rock area.
All these systems need to be tied together for maximum efficiency, and a system that functions well.

8. Roads and Fire Protection - Brent Fullmer
Because of heavy snows and now warmer weather conditions, the Skutumpah is in the worst shape it has ever been. There are deep mud holes and the road is best traveled in the early morning or late evening when the road is frozen.
The Kabota is out of commission because the Clutch is gone. There was discussion about the best way to get it in for repair.
The road grader needs new batteries (2 in series 12 volt = 24 volt). Shawna and Don Cox to get the batteries.
Ranch activity - Shawna
1. Cook outs, reservation fees
2. ATV ride fees from Lance and Tony

1. We will need a dump station

4. Build an annual tradition of events:

1. Lonhorn trail Drives spring and fall.

2. Ranch Olympics

1 We need to promote winter activities. Nancy will add something to the newsletter.


Legal and Public Safety - Ed

Update on law suite. Ed will check to see if a check was ever made out to Glauzer Legal.

Cabin Beds

1. 16 bed frames were ordered and they will begin changing them out.

Fencing plans

1. Paul will work on maps and inventory of supplies. The first fence needing work would be the areas identified as BLM grazing south of the Skutumpah Road.


Zone change for Deer Spring Ranch was postponed for now by the County due to our protests.
