Board members present:  Dale Clarkson, Val Cram, Phil Hall, Larry Clarkson, Lee Bellar, and Shawna Cox (for 30 minutes).

 

Others present:  Brent Fullmer, Joe McElroy, Kim Sarafin, Taylor and Barbara Button, Nellie Hoyt, Ken Lent, Iva Baer, Richard Cothern, Joe and Candy Bosze, John Davis, and Larry Murphy.

 

Dale Clarkson called the meeting to order at 9:05 am.

 

Minutes of the Feb. 25, 2005 board meeting were read and approved.  Motion by Val, seconded by Shawna.  All in favor.

 

Barbara discussed the financial report with the board.

 

1)                  Hoyt assessments on Lot 157

Nellie Hoyt stated she always pays her bills on time.  But she doesn’t feel like she owes for assessments on Lot 157 as she was told many years ago that she doesn’t have a membership on that lot.  She doesn’t want a lien placed against her lot.

2)                  Grader Consortium

Brent Fullmer suggested that the grader be available for member’s private use with a fee of $50 per hour to the Association for the grader.  The member could choose from a list of approved grader operators and negotiate an operator fee directly with the operator.  The Board asked Brent to get the details worked out such as a damage waiver policy, written agreement form, etc.

3)                  Ranch Manager’s Report

Barbara informed the Board that Kevin and Gladys Northey have been hired to act as caretakers for the ranch.  Kevin has extensive carpenter skills.  Gladys is organized and very friendly.  They both have remote resort management experience.  Barbara mentioned a few of the latest ideas that she and the Northey’s have been working on:  Making the northwest bedroom into an office, putting late check-in keys out for the guests, offering cookouts for guests, offering laundry service for guests, keeping more detailed records of maintenance of cabins and equipment.

 

Barbara also reported that she would like to upgrade the ranch house solar system. Costs were presented that Brent Fullmer and Barbara had put together.  The cost of connecting to Starband Internet was also presented.  After discussion, Phil Hall made a motion, seconded by Larry Clarkson, to allow up to $1200 for updating the solar system, to allow a door into the NW bedroom from the front porch of the ranch house for an office, and to allow $50 per month for the Starband Internet monthly fee. All in favor.

Barbara also asked for Board approval to spend approximately $1000 for paint and supplies to paint all the lower cabins, the store, the laundry room, and the carport.  Kevin will use the Button’s pressure washer and blast all the old paint off, fix any loose or missing boards, caulk cracks etc.  Val made a motion, seconded by Lee, to approve $1000 for painting.  All in favor.

 

Barbara discussed cabin rental rates with the board.  In the past, the Association has seldom rented any cabins.  But this year, Dale Clarkson has been referring rental inquiries to the Association.  Barbara asked if the board wanted to rent to nonmembers and if so for what rate.  She presented the current rates established by the past board. 

 

The rates are:  For Non-members wanting to rent a cabin – Cabin 2-10 $95 per night, Cabin 1 and the Garden Cabin $145 per night. Must sign rental agreement and make a 50% deposit at time of reservation.

 

For Members wanting to rent a cabin (because they have used all their weeks or they only want to stay a day or two and plan to use their full weeks later) – All cabins are $50 first night, Cabins 2 - 10 are $25 each additional night.  Cabin 1 and GC are $50 each additional night. A $25 reservation fee also applies.  This can only be done within seven days of the requested arrival date.

 

Phil Hall made a motion, seconded by Lee, to accept these rates.  In addition, three highly used weeks (Memorial Day, Fourth of July, and Labor Day) would be blocked out for non-member use.  Lee, Larry Clarkson, and Phil Hall were in favor.  Val Cram and Dale Clarkson were opposed.

4)                  Wildlife Income

Larry Clarkson reported that according to the Paunsagunt Landowners Meeting he recently attended, our share of the money generated from deer tags should increase. This is because the number of tags increased and the number of members decreased.  Larry also discussed the possibility of raffling turkey tags to our members at our annual meeting. Larry feels that some income could be generated by charging a DSROA lands trespass fee to guided turkey and deer hunters.

5)                  Annual Meeting Date

The 2005 annual meeting will be held Saturday, September 17, 2005 at the ranch.  It was suggested that a wildlife photo contest be held in conjunction with our annual barbecue dinner.

6)                  American Land Right Association

Larry C. made a motion, seconded by Val, to pay $35 for a membership fee in the American Land Right Association.  All in favor.

7)                  Next Board Meeting

The next board meeting will be Saturday, May 7, at the ranch at 10 am.  A dinner will follow at 1 PM.  Everyone is invited.  A volunteer donation to offset the cost of the food is suggested.
