Deer Springs Ranch Board Meeting
June 26, 2009 Kane County Courthouse Chambers
This meeting was held in the Kanab Courthouse chambers following the meeting with Kane
County Commissioner Mark Habbeshaw, arranged for by Linda Alderman. That meeting was
conducted for discussion of lack of road maintenance. I took some minutes of the road
maintenance meeting and will share with anyone requesting them.
Board members present: Ed Belinski, Shawna Cox, Ben Clarkson, Dave Sills, John Harris

Ben: Called meeting to order
Invocation: Shawna Cox
Ben: Motion to table approval of previous meeting minutes till written and distributed.
Seconded, approved.
Linda: Financial report - discussed approximate $3000 repairs to date on Rhino
(4-wheeler). Braytons have their own 4- wheeler for personal use.
Discussed six delinquent assessments - should not press at this time
Ben: No caretakers report, Paul sick - said members should be notified if its H1N1
flu.
Ben: Old business -
Discussed 4th of July planned ranch activity (members)
Discussed cattle and agriculture activity - Approved lease agreement with Doug Hunt for
one year ending October 15th for grazing - DSR has received check for half of fee ($2000)
. Grazing in meadow and BLM on Deer Springs point.
County agent has sampled grass from plantings, no results yet. Less than expected growth -
recommended let the Johnsons graze the planted areas this season - board approved for
20-30 head of cattle grazing
Linda: Braytons would like service contract by September
Ben: Vote was taken to pay Rural Water Association dues
General discussion of Citizens Petition ( from Shawna)
Shawna: Discussed Tea Party concept (outside DSR activity)
Ben: Discussed his experience in dealings with Kane County Commissioner and Sheriff - no
energy spent on clerks and receptionists
Discussed Title 5 as it applies to DSR roads - does not relinquish RS2477 rights
Discussion of documenting and photos of road conditions that lead to emergency road
maintenance by DSR (before setting a blade to it)
Ed: Should refer to roads as Cannonville rather than Skutumpah
General (often heated) discussion of road maintenance, sign removal, RS2477/Title 5, Quiet
Title process, eminent domain, etc.
Brent: Recommended compromise - discussed

Brent: Would cost $1000 to have road graded from DSR to end of Johnson Canyon. - discussed
- Would like to widen Broad Hollow access approximately five feet. Will fund privately -
need board approval
Ben: Need to notify property owner
Shawna: Motion to approve with notification of lot owner - Seconded and approved by all
board members present
Ben: Candidates names for board of directors should be posted on DSR website for ballot
preparations - Will review existing Brayton contract for update/upgrade
Ben: Asked if any road work done North of DSR
Dave: Just drove from DSR through Dixie - no new roads noted
Brent: Aware of new ATV trail - serious 2-track trail work performed
Ben: Meeting adjourned - no new date for next meeting recorded at this time
