1. Welcome and Introductions by Dirk Clayson DSROA Board President
Present at meeting: Board Members Dirk Clayson, Ben Clarkson, Brent Fullmer, Shawna Cox, Dave Turley Absent: John Harris, Ed Belinski

2. Approval of March meeting Minutes -
Motion to approve March 2010 meeting minutes by Ben Clarkson

3. Areas of Responsibility:

4. Financial Report : Linda Alderman

5. Update on water issues - Ben Clarkson

a. Leaf Springs on hold until weather permits.
b. 40,000 gallon water tank.
1. Bid $12,000.
2. Tank has been shut off, drained, cleaned and is dry. Carrie coming to inspect the tank. State is coming down for a sanitation inspection -Eldon Olsen.
3. Possibility of using the coating bought 2 years ago for outside coating of tank.
c. Water System expansion and PROV Valve is a priority. Changes from a 2 " PRV will be made to a 4" PRV
d. The plan is to install shut off valves to be able to isolate cabins from the water system to work on the cabins without having to drain the entire system.
e. Some concern about back flush on the connection to the Culinary Well and the Irrigation well. These valves will be separated.

6. Agricultural and Wildlife - Dirk Clayson
a. Fencing needs - Priority is the BLM Fences. Paul has started working on Fences.
b. Moving BLM grazing date forward from June 10th.
c. Any crops coming up? Just barely. Take photos of plants and send to Dirk.

7. Irrigation Management
a. Water Management of Polliwog Ponds
1. Silt gate should be monitored at spillway to protect it.
Head gate needs to be installed.
It was reported that there is not a lot of water in the Polliwog Ponds.
b. Water Management of Red Reservoir
1. Head gate to be protected from Ice. Two heavy pipes to brace it nee to be installed.
It was reported that the Red is filling.
c. Water Management of Half Moon
1. Head gate needs additional stabilizing and need to monitor to prevent ice damage. It was
reported that Below head gate is leaking around the head gate. The ditch from Half moon
to the diversion at the windmill needs to be repaired to better define the ditch.
It should be done now. Larry Clarkson is going to look at it and fix.
d. Water Management of Hidden Reservoir
1. Need to test to see how much water it will hold. It has a lot of water in it.
e. Water Management of fish ponds
1. The two ponds are starting to fill to catch the additional water and need to be monitored.

8. Roads and Fire Protection - Brent Fullmer
a. Ranch road maintenance is at a standstill until May 1 Because of heavy snows this year.
b. People have lined up to help with the Alternate road to Johnnie Brown with the 50 ft of culvert disturbance.
c. Skutumpah Title V. We are looking for a waver of Title V fees. Brent will get a further update.
The membership is encouraged to continue to write letters to the BLM.
d. Snow Removal has kept the roads in the lower ranch open and usable.
e. Road to Phil's lot . Phil needs to present a plan for the other lots in the area.
f. Brent is developing a plan to create a road to parallel the existing main ranch roads
for ATV's and snowmobiles. This should keep the main roads in better condition.
g. It was requested to put this plan and the current conditions of the road in the
newsletter to go out soon.


9. Ranch Activities - Shawna Cox
a. Spots for sledding at the Ranch were defined as in the polliwog ponds and along Deer Springs Ranch Road.
b. Cross Country Skiing, Snowmobiling, and other winter activities were discussed.
c. Activities to go on the calendar are:
1. Long Horn trail drive - JUNE 12
2. Fourth of July Celebration - JULY 3
3. Ranch Olympics - AUGUST 12
4. Annual Board Meeting - SEPTEMBER 11
a. Tour of Ranch
b. Barbecue and Lunch
d. Along with Ranch Olympics kick off, activities such as Compass Course, Geo Cache course, Running Course, Plant/Animal search, to be available for anyone using the cabins.
e. Shawna will be looking into Desert Foxes motorcycle races.
f. Shooting range already exists at the windmill - add bails of Straw.
Organize the area and have targets available at the Ranch Mercantile.

10. Legal and Public Safety - Ed Belinski
a. Update on LC plan.
b. Ortolani complained about letter sent to him about the gate on Quarterhorse Road.
1. The road has been really torn up by winter use of Quarterhorse Road.
2. When weather permits, Paul will go in and straighten the road past Ortolani's lot to lot 150 and
the gate will come down.
3. Paul to look into purchasing several Dead End Road signs for the ranch
one to be places on Quarterhorse Road.

11. Ranch Manager's report - Paul Brayton
a. Paul reported on bed frames and box springs that have been purchased.
b. Fencing Plans - Paul will work on a map of the work needed and work done
c. Ranch House Roof a fall project, Bunk house and Cow Palace roofs need repair too.
d. Larry Clarkson reported that the decks on cabins 2 & 4 collapsed because of
snow load this winter. They will need repair and plans are to repair with steel from
Page Steel scrap yard similar to what was done on Cabin #1. Paul will look into that.
e. Tractor is repaired and ready to go back to ranch.

12. Corrections still needed for deed restriction because the restriction to allow 2 cabins per lot was never recorded.

13. County Zone Change - Our work to avert a zone change was affective. The changes have been postponed for further study.

14. Letter from Daniel Wirt - Read and responded to by Dirk Clayson by Phone.

15. Cattle Guards were discussed and will begin. To be placed at south end of Meadow Cabin Road going up to cabins and along Meadow canyon Road so Members do not have to open gates. More steel may be obtained also from Page Steel.

16. Horses only as a concession not owned by DSROA.

Move to adjourn to Executive Session to discuss extremely delinquent Assessments by Shawna Cox.

Meeting adjourned until May 14 at Deer Springs Ranch. A Ranch tour will be conducted before the 1:00 meeting.
